This is a concise, fast-forward laying out of the problem. He goes further than others to point out the sources of the problem, including the over all stigmatization of those with a record. Helpful was the history of having our police be the answer to more and more public health problems, e.g., police in schools, the New York City jail being the largest "mental health" facility in our nation. Excellent interview!
